The photo of the kid - isn't it illegal to publish a photo of a minor without their parent's permission?

i just read an essay about this recently

http://www.maximumsorrow.com/writing/whyineverprintmyphotos.html
THE ORDER OF RIGHTS IN AMERICA
1) White children under the age of 12
2) Babies (any race)
3) Moms and Dads
4) People serving our country
5) The Elderly and teenagers
6) Foreigners and illegal aliens
7) Murderers and rapists
8) Child Molesters
9) Artists

is there really any laws anywhere about taking photographs of kids in public places? it seems like a rule paranoid parents just made up. if it was true then you'd never be able to take a photo in a crowded place in case a kid walked into the shot.
