how many times have they actually taken action? twitter and social media is full stories of cyclists getting a shrug of the shoulder and a 'ah sure, no harm, no foul' response from the gardai.
one of the lads on boards a few years ago caught a collision on dashcam; a motorist turned right straight into an oncoming cyclist. the garda allowed in court that she may have had the sun in her eyes, so it was taken as a mitigating factor, but two things stood out
a) [ALLCAPS] you don't turn right across traffic if you can't see if there's oncoming traffic[/ALLCAPS]
and
b) it was abundantly clear in the video that the motorist had the sun *behind* her.

They have recently phoned me to follow up and make a statement...... aboutreports I literally made 6 months ago.
which is useless - How could I possibly testify in court about one of many many hazey dangerous incidents?!
