What is the difference between using a wordpress site built from wordpress.com or hosting it somewhere and installing wordpress on the server etc? I'm sure I'm wording this badly but if you're in a position to answer this then I'm sure you know what I'm going on about.

wordpress, the software, powers both. both are made by automattic.

with the self-hosted version, you download a copy of wordpress and install it, and you have total control of the nerdier details, but you’re also more-or-less on your own when you make a mess. it’s free, extendable, open-source, all that jazz. but this is also the version that will make you cry because you don’t know what a .htaccess file is, or where your plugins folder is, or things like that.

with the wordpress.com version, you’re inside the walled garden of the people that make wordpress. things are easy and neat because it’s all on their server. but they would ideally like to make money from you by selling little add-ons and the like. though it’s fine to also have a totally free site on wordpress.com.

ideally they should give a different name to one or other of them, as it’s confusing that they’re both called wordpress, but that’s how it is.
