Actually.. I think this is a fairly clever move on the part of the church, as if they'd elected elected someone radically different to JP then it would have undermined someone who was essentially a massively popular pope.
By electing someone who is both old and essentially has the same beliefs, when he dies (which I would guess won't be that long) then they'll be able to bring in someone who is more radical without seeming to be distancing themselves from JP.
So they respect the old while setting themselves up for something new in the future. It's the long term game they're playing. Like monopoly. Which takes fecking hours.
