Having two pints and driving attentively for a short distance, and at the speed limit is something anyone with reasonable driving skills should be able to do.
I've done it myself. I wouldn't try it in this country though, cos there's cops everywhere, but I'd certainly feel safe in a car with someone that had. Going excessively over the speed limit is something I would have a serious problem with.
Speeding is what should be cracked down on but it just gets the odd fine. Taking people's licenses away for this far more statistically dangerous behaviour is something I'd well get behind.
