There is a bit here where RMS is looking for someone to start a project convining people to set their wifi open.

I'd like to set mine open if there was a programme that would specify a cap on how much I shared. It's nice to be negibhourly but the idea of my negibhours surfing the pirate bay all week on my limit isn't what I'd have in mind.

One thing I noticed - whan I was in France lately there were loads of open wifi routers they don't seem to be half as paranoid about it as us.

As you said, most Irish ISPs have a monthly download limit/cap which makes the idea of sharing your WiFi less practical compared to people living in...well..living any where else in the world really..
