nope. I'm just someone who gets annoyed when I take a certain viewpoint on something and then it becomes somewhat taboo or unpopular because of shinners or eirigi. That really gets my goat.

thats an awful problem we have here. i can understand it because i'm guilty of doing same. it extends beyond shinners too. we are still a clannish tribal nation, we wont stand together on issues on the basis of what tribe is represented by what policy. its an absolute walkover for ze germans to put our sovereignty in a timeshare because of it. nobody wants this shit, but nobody wants to be seen to be too aligned with another local tribe either.

I think I'm a Libertarian Socialist, not quite an Anarchist, I vote in elections and campaigned for an independent last year.

As far as I understand it, in order to qualify for a grant you have to satisfy the conditions of the scheme which are;

1. Nationality/Immigration Status.
2. Residence.
3. Means.

I'd certainly be asking the council to produce the relevant documentation that apparently altered the conditions of the grant.

Eligibility exclusions to the grant under (SI 305 2011) are;

13. (1) A student or a tuition student is not eligible for a grant if he or she already holds a grant from an awarding authority.
(2) A student or tuition student is not eligible for a grant if he or she has been awarded or holds any grant, scholarship, prize, allowance, bursary or award of similar description made from public funds in the State, or equivalent from a Member State, a contracting state to the EEA Agreement or the Swiss Confederation, in respect of the approved course being attended.
(3). The awards from public funds referred to in paragraph (2) do not include the following—
(a) awards such as scholarships, prizes or bursaries, made by the institution being attended;
(b) postgraduate research awards where the stipend portion of the award does not exceed a specified amount, which for the relevant academic year, is specified to be €16,000;
(c) awards to applicants under the Student Assistance Fund or the Fund for Students with Disabilities;
(d) Easter Week Scholarship Scheme;
(e) Donogh O’Malley Scholarship Scheme;
(f) All Ireland Scholarship Scheme; and
(g) Science Foundation Ireland/Dell Scholarship for Young Women in Engineering.

(4) A student or tuition student in receipt of any award mentioned in paragraph (3) which includes a provision for fees will not be eligible for a fee grantunder this Scheme.
(5) A student is not eligible for a maintenance grant if he or she is in receipt of the Back to Education Allowance (BTEA) or Vocational Training Opportunities Scheme (VTOS) allowance, except in the case of a student in receipt of the BTEA or VTOS allowance and the maintenance grant in 2009/10 who is progressing to an approved add-on course, as defined in the Regulations, at Level 8 of the framework of qualifications, without a break in studies.
(6) A student coming within the exception referred to in paragraph (5) may continue to hold either the BTEA or VTOS allowance in conjunction with the maintenance grant for the duration of the add-on course.
(7) Notwithstanding paragraph (5), a student or tuition student in receipt of the BTEA or VTOS allowance is eligible to apply for the fee grant elements, where he or she is pursuing a course in respect of which fee grants are payable.

Take note, there is nothing in the statutory provisions that deems non-payment of the household charge as an "eligibility exclusion" to the student grant! Schedule 5 also deals with the "documentary evidence" that has to be submitted with the grant which you'll also note doesn't include payment of the household charge (Pg. 41-44 of the below link)!

Put simply, Clare Co.Co and any other council that attempts this maneouvre is in statutory breach of the regulations that governs the student grant scheme!

the household charge is just a really stupid way to try and grab 100 euro. petrol and booze will take 100 quid off most people in a few weeks in tax.

Also been thinking that i'd pay it if they had the balls to itemize it honestly, expect to exchange a few letters about that before the year is out, like my phone bill is, and like receipts for most things are

10 eu street maintenance.
90 eu being the fall guy that stopped the euro collapsing.
 
The minority one would imagine.

The real question is-which is the fairest way to set it?The current mood seems to be as a percentage of the value of the property which is unfair to people in urban areas.
Another would be rebuild cost of the house which would seem to me anyway to be most equitable even though it does have its flaws.

reinstatement cost is good enough for calculating house insurance premiums...
