They are saying that a lot of the problems other sites were having is that because Facebook was down it took those little "like" buttons on other sites with it. Does this sound reasonable to anybody who knows stuff?

it depends. some of the FB integrations are done via an iFrame, which loads independently of the parent page. others are fully integrated into the parent page, but the code is pulled in from facebook's servers. depending on how your page is coded it could end up sitting there waiting for a response from FB until it times out & fails.
