From that Italy twitter thread - they're triaging patients based on survival likelihood rather than need. Older patients are not being treated at all, because they want to focus resources on people who have a chance of making it.

The thing that really strikes me about the Italy stats in that link is that people aren't recovering. Of 9000 cases only 724 of them have recovered
 

US President Donald Trump and Vice-President Mike Pence, who is leading the coronavirus task force, have just held a meeting with health insurance industry leaders at the White House.

Mr Pence told reporters that Americans would see "no surprise billing" related to getting tested for the coronavirus.

He said that health insurance companies had agreed to "waive all co-pays on coronavirus testing and extend coverage for treatment in all benefit plans". (Co-pays are what an insured person pays for a service, like seeing their doctor, out-of-pocket.)

The vice-president said more a million tests are out and four million are expected to be available later this week.

But he did not expand on what extended coverage means, and if it would mean Americans with private insurance are covered even if they must be treated long-term in hospital, for example. And being covered by insurance in the US does not necessarily mean treatment is affordable.

Last week, Mr Pence had claimed that coronavirus testing was covered as an "essential health benefit" under all insurance, federal and private. But some analysts ruled that to be misleading as rules differ from state to state and there are limited federal laws governing workplace insurance plans.

Mr Trump also offered a few remarks after Mr Pence's update, saying he plans on helping the cruise and airline industries "through this patch".

I've been looking at this. It may be that we're too soon to the initial outbreak (Feb 15th) to count significant recovery numbers, it makes sense because if it takes a person a couple of weeks to get over it but it doesn't take as long from someone to die from it then the initial recovery vs death figure will look very bad. China, the country who's had this the longest currently has a rate of 95% of closed cases are classed as recoveries.

I'm beginning to feel that we really need to start taking some big measures, after Saturday right after I get back from my birthday trip away to Cork.

Some countries have seen a big spike in new cases a couple of weeks after the initial outbreak, this probably makes sense due to the fact that there'll have been people unaware that it was in that country prior to the first recorded cases being logged so we'd be looking at a period where people might have had it and become infectious before people started improving their handwashing etc. By that measure we might be looking at a couple of days with big jumps around the weekend.

Minister Humphreys announces supports for businesses impacted by COVID-19

The Minister of Business, Enterprise and Innovation (DBEI), Heather Humphreys TD, today announced details on the package of supports she has put in place for businesses impacted by COVID-19.



Minister Humphreys said, “I know that this is a worrying time for businesses and I want to assure them that my Department and agencies are working on their behalf to develop and deliver a range of supports to help them through this rapidly evolving situation.

The Minister continued, “I am hearing from many businesses that they are very concerned about their cashflow in the coming weeks. I want to reassure them that there are a number of schemes that can help them meet their short-term working capital and liquidity needs.”



The Department of Business, Enterprise and Innovation have put a range of supports in place, including:

  • A €200m Strategic Banking Corporation of Ireland (SBCI) Working Capital scheme for eligible businesses impacted by COVID-19. Loans of up to €1.5m will be available at reduced rates, with up to the first €500,000 unsecured.   • A €200m Package for Enterprise Supports including a Rescue and Restructuring Scheme available through Enterprise Ireland for vulnerable but viable firms that need to restructure or transform their business.
  • The maximum loan available from MicroFinance Ireland will be increased from €25,000 to €50,000 as an immediate measure to specifically deal with exceptional circumstances that micro-enterprises – (sole traders and firms with up to 9 employees) - are facing. Applications can be made through the MFI website Small Business Loans | Government Funded | No Hidden Fees Or Charges or through your local LEO.
  • The Credit Guarantee Scheme will be available to COVID-19 impacted firms through the Pillar Banks. Loans of up to €1m will be available at terms of up to 7 years.

Minister Humphreys also highlighted the following supports for firms experiencing trading difficulties and short-term shocks:

  • The Department of Employment Affairs & Social Protection and the Department of Business, Enterprise & Innovation will provide a joint First Responder support service through the Intreo Offices and development agencies, Enterprise Ireland and IDA Ireland in each region to provide tailored supports for impacted firms, with objective of avoiding mass lay-offs and buying time for firms to work through the short-term disruptions.

  • Firms that need to reduce hours or days worked can avail of the Department of Employment Affairs and Social Protection Short Term Work Support by contacting their local Intreo Office, see Gov.ie - Short Time Work Support

  • The full range of Enterprise Ireland, IDA Ireland, Local Enterprise Office and Údarás na Gaeltachta grant supports will be available to firms to help with strategies to innovate, diversify markets and supply chains and to improve competitiveness.

The Minister added, “We are facing an unprecedented level of uncertainty, and businesses may want to access advice on how best to protect their businesses. A Finance in Focus grant of €7,200 will be available to Enterprise Ireland and Údarás na Gaeltachta clients that want to access consultancy support to undertake immediate finance reviews.

In addition, Local Enterprise Offices in every county will be providing vouchers from €2,500 up to €10,000 (with 50:50 match funding) to support business continuity preparedness, innovation and productivity. I encourage businesses to take advantage of these supports.”

The Minister also welcomed the package of reforms for sick pay, illness benefit and supplementary benefit that is designed to ensure that employees and the self-employed can abide by medical advice to self-isolate where appropriate.

Minister Humphreys concluded, “This situation is changing from day to day, and I will continue to work across Government, with the representative bodies and with the banking system to respond to ongoing developments in order to protect and support Irish businesses”
