Citylink do a cheap one. The 'classy' hostel beside the Roisin is the cheapest, about €12/15. 091586661. Strange place though.....

I'd say you'd be safe enough wandering in off the streets. Some of the Warlords may be even be there. It's kind of where a load of krusty tourists live for the summer and the guy who runs it is.....a bit touched i suppose. Not the most glam establishment but perfect for passing out in after the Roisin....
