I like James Hurley. I've always thought that the part was played in a deliberately robotic/monotone way to emphasise how clueless James Hurley was. Maybe I'm wrong.

Yeah, it's good casting. David Lynch knows what he's doing. He's still irritating and his storyline in season two goes nowhere. I'd say he was cast for his poor acting ability because it's a good fit for the character. Yes, bad actors can be useful.
