Definitely Belfield Bike Shop. I got a great deal there, they do second handers. Every year they get in 500 euro bikes that are used for holidays in the Wesht and they go for 200-250 euros.

skinnier wheels are generally faster. The point of contact with the road is smaller and thus, so is the resistence. The downside of skinier wheels is that they will tend to puncture easier.
The most resilient are mountain bikes, but they're as slow as hell. What you want is something in between - a hybrid. Not as skinny as racer wheels, but bigger and skinnier than mountain bikes.
It all depends on your budget. If you need the bike for general commuting in a small area in town, say, keep it cheap. If its for something more, fork out a bit more.
