it means someone tried to give you rep but they hadn't got enough themselves to do so

nah nah nah, that's not what it means coz if u didn't have enough rep to rep you'd get a message telling you that and you can't write anything to the person, yet some of the blue ones i have have messages. i think it's because you can't rep more than once even if you've created new little characters for yourself to try and screw someone over....am i right pete, do i even make sense?

Blue rep means the person giving +/- rep has failed to affect your total, either because their own rep total is too low (in comparison to yours) or because their number of posts is too low. Or a combination of the two.

There's an equation out there somewhere, search for VB3 and "rep points"
