I usually just say "no thanks" to folks like these and keep walking. That way I'm being civil by not ignoring them and at the same time not parting with any cash.
One time a friend and I were cornered by a clipboard carrying girl on Grafton Street. She started to blab away and before she could get much further I said "In all fairness, if you're going to ask me for any money, I'm sorry, but I really can't spare it" (which was the truth at the time). She literally said "No problem, this isn't anything to do with money", so I let her carry on, expecting her to ask us to sign a petition or answer a few questions or whatever. After a minute she comes up with the phrase "so it'd be just 10 euros a month, which we can take from your bank via a direct debit".
So obviously at that stage, I point out that this is actually "about money" which I already said I couldn't spare. "BUT DON'T YOU CARE THAT CHILDREN ARE DYING?" was her rather loud and agressive response.
