I'm conflicted on this. People need to be housed but the housing needs to be adequate. Is the sizing adequate? I can never visualise space/distance/whatever.

There's no conflict. This only benefits developers.

Tax the land they all have hoarded and you'd see housing go up like billy-o.

If it gets someone into their own place its a good. And the regulations attached seem to position small housing as a temporary transition point before moving on to a house.
