You can get software that will monitor your use of the internets and send you reminders when you're over you're limit.

Or you can stuff that will grant you only a certain amount of time and block you when you're over. You'd have to give a non-forgetful individual the admin password though. Do you know any trustworthy elephants? I know a sound fish but he'd be no use to you.
