this is their infrastructure i'm trying to access. i've had this argument with them before (there was a saga already over the fact it was a metal cover when it was first installed; 'we don't use metal covers') and i demanded the tools to open it, and they sent them out. i told them if they were denying me access to switch off the water to the property (e.g. to do maintenance), they were admitting liability for water damage on the property. they didn't fight me on that point.

Oh right I thought you meant for the house bit. If it was me I’d ring them and tell them there’s a leak in the street.

Ah yeah, I wasn't asking them about the valve under the sink.
FWIW I was told that the reason I've a metal cover is because it's on the wheel line of the driveway and they didn't think a plastic one would be strong enough to have a car repeatedly drive over it (a GT Crampton chap told me that)
My dad asked the lads installing them out in D15 about that and they didn't know what he was talking about.
