is there Windows software out there to throttle cycles on desktops?

That machine has a huge amount of power. When its not being needed it might be handy to just chill things out a bit.
I do that on my laptop and leave it calculate what it needs on demand. the machine is almost always running on 800MHz (but this is Linux...).
