It's a band called the Groundhogs from the 60's/70's. This album if from mid 70's. If your going to check them out Hogwash or Split are the ones to get. You'll get them on soulseek. It's not very often you come accross them in the shops.
Here's their site.
having seen his record collection, he ain't

I know the Groundhogs alright, saw them a few years ago in Ards and they were amazing. I have about 4 or 5 lp's just not that one. Must be one of the less well regarded ones? Is it any good?
VARIOUS ARTISTS - “DEVOTEES” (1979)
Back in late ‘78, after “Q: Are We Not Men? A: We Are Devo!” seemed to be catching on, Los Angeles new wave station KROQ 106.7 hosted a contest wherein the top dozen local bands that had the best Devo covers would get their track on “Devotees”, which I believe is one of the earliest examples of the “tribute album”. This was one of the very first LP releases by Rhino Records.
Since anyone entering the contest only had “Are We Not Men’s” 11 songs to choose from, the “Devotees” record is short on variety (whaddya mean, no version of “Come Back Jonee”?!?!), but the whole affair still manages to be fun, even though a good percentage of the tracks are novelty versions of music that was pretty quirky to begin with. My favorite has to be the version of “Jocko Homo” done by someone or some group called The Touch Tone Tuners; it’s nothing but push-button phone tones as the backing music for somewhat drunken warbling.
Track listing:
01 - Knife Lust - Shrivel Up
02 - Jupiter - Mongoloid
03 - The View - Uncontrollable Urge
04 - The Firemen - Jocko Bozo
05 - The Deadliners - Mongoloid
06 - The Bakersfield Boogie Boys - Okie From Muskogee
07 - Lonnie and the Devotions - Jocko Homo
08 - The Doguloids - Blockhead
09 - The Touch Tone Tuners - Jocko Homo
10 - Y-22 - Music inspired by Space Junk
11 - The Sordes - Mongoloid
12 - Bohonian Plimquins - Gut Feeling
