Yea, its a torrent so you need a client installed.

You could try http://launch.yahoo.com they have streaming audio and streaming videos of a suprising amount of decent punk stuff, I dunno if they have too many obscure bands but for example they have stuff by Cro-mags, Sick Of It All, Minor Threat, Black Flag etc.
