ping.net is still waiting to load, 3 minutes later.
I tested a really light currency converter page using the chrome test you mentioned... It's all gobbledogook to me.

yeah those load times are crazy, but you already knew that. i was hoping it'd be something stupid like IPv6 not working properly
 
The only thing i can think of is that facebook uses SPDY, but i don't think that would account for what you're experiencing everywhere else...
 
I wonder might it have something to do with a bad route on UPC's side to an analytics/advertising network script. They would definitely prolong page loading times. And I'm guessing FB don't use any 3rd party scripts.

that's the type of thing firebug should help with identifying
 
After much tooing and froing, installing and reinstalling, swearing and spitting it looks like this was all down too the shockwave plug in. Still being cautious though.
