Its the War Memorial Gardens in Inchicore/ Islandbridge. One of my favourite places. Like a little sister to the Phoenix Park. With a river.

As far as I know, I believe Buckyballs were the originators of these, it also seems there's a lawsuit against them at the moment because some dumb kids started swallowing them. There the sort of thing you'd pick up amongst the trinkets in Urban Outfitters but it seems they've stopped selling them. You can get them direct from the buckyballs site.
