though they quickly moved out of the "punk" scene and the overall rock + roll paradigm, i would say throbbing gristle... their very early work and intentions were a pure realization of "punk", and a reaction to the rapid commercialization of it, taken to its logical conclusion.

for more traditional / conventional punk bands, my absolute favourites are x ray spex and crass.
 
Is it a sound?
For me John Fahey had the ultimate 'fuck you' attitude. That guy couldn't have cared less what anyone thought and he was no kid fiddler on the guitar.

As for something based in that sound, jaysus that's a horrible question!

they're so prolific and so damn good you wont believe it.
on second thoughts just download it, ive just realised the logistics of uploading 2 cds online and im not arsed.
still, its probably the best starting point for a band with over 50 albums or as pavlos said get psykic dance hall which is another good introduction to their earlier years.
