I am three guesses in doing Flagle at the moment had flag nearly half filled in after first guess. Not looking good I just don't recognise it.
EDIT: Wipe out - I knew the continent from the style of the flag but nope, not a clue.
Ah this flag is modern. this flag was adopted in 1990 which is after my childhood encyclopedia was published

Spoiler: Guesses

Crest came up immediately but the crown threw because San Marino ain't a monarchy.
Flagle seems to have a big problem with sky blue - it doesn't match up with other blues. So the first three guesses revealed little else - I didn't pick a flag with any white, after I tried to be clever and not pick France first. But after picking Cyprus 4th I got it.
