Is pretty simple when it comes to snail mail. It's easy enough to do and makes a statement, ie Irish Water. I've a well and septic tank so I won't be paying anyhow, but to send the envelope back, unopened with :"RETURN TO SENDER" in black Sharpie, is a means of standings one ground.
But thats neither here of there, just an example.
Question is this...is there any way of 'returning to sender' when it comes in the form of email. Ye can mark as spam, delete, ignore etc, but can you bounce it back without saying a word. Just arrives back in the senders inbox.
If there isn't a way to do that, I'd say there's a million to be made by whomever figures it out.
