The practice room and recording studio in the community project I work in in New Ross is now fully operational and available for hire,20 euro for 3 hours - very negotiable for longer sessions and sound leakage outside is very minimal so late night into early mornings are no problem by arrangement.
Also recording faclities available to hire real cheap - you can bring your own sound engineer and have the run of the place if you want.
access to free pool table, tea, coffee, free internet etc included.
I know most on here aren't in south east but whilst New Ross may be miles away for you it might be worth travelling if you wanted to do a lot of practicing over a weekend etc as its miles cheaper than most places and it'd probably be possible to sort out floor space for diy bands etc
