When you get to the point of 'sending' him money, ask for some personal details off him. Say the post office won't let you send the money otherwise.

Bear in mind that the recipient in these scams is usually just some sap who thinks they've got a handy number doing a secret shopper gig or whatever.
 
If you're scamming where there's a physical handover of cash, scam someone else to actually pick it up. (That's what the Polish woman in the story above claimed, but she had the sense to have full disk encryption on her laptop and then conveniently forgot the password to access it).
 
how does that work?
Hire some gullible soul to do secret shopper job, checking customer service at their local western union branch. They get sent a payment to their bank account by the victim (that would be you) - who to them is another customer service colleague - then they toddle down to WU and transfer it (less their commission) to the scammer, while thinking their job is to report on the friendliness and efficiency of service of the WU staff. They're a money mule and WU transactions are effectively anonymous so the scammer gets your cash without getting their hands dirty.
