A question for the cycle nerds…

Wife’s 90s Raleigh bike.

To adjust the handle bar height do I loosen the top nut where the stem meets the frame??

Not sure if you can adjust the height there at all.
Something like this is what you would find inside.
Which connects the forks and the stem.

The handle bar looks very straight so no point to move that either.
Only real option I would think is putting in a new handle bar.
Not that big a deal to do so if you really wanted to change it.

pop the plastic cap off the stem - is there an allen bolt under it?
the large black nut is there to tighten the fork steerer tube into the frame, rather than to tighten the stem into the fork steerer tube; so if you remove the plastic cap you should see the top of the bolt hydromancer pictured.
