if you don't have to test recreational drugs, why should big pharma have to go through their mandatory testing mechanisms when they introduce a new drug?

Well I think recreational drugs should be tested before being commercially available. Find out what effects they have and what risks they pose and then this should clearly be labelled. I can see there is an issue with prescription drugs if recreational drugs were legalized but there's an issue anyway.
