Isn't it effectively driving without a licence, as the terms under which the licence was issued are not being met?

i have my license now for about 18 months now and about 5-6 years experience.
but according to the rules i am 6 months off being allowed to sit with learner drivers which i usually do with 2 of my friends.

It just seems really strange that anyone can drive alone without a license first. Hell, you can't drive after dark until you're 18 in most US states. You practice after work or on weekends with a license driver then take a test to ensure you are qualified to drive alone. Not drive alone. Fail a test and keep driving anyway. Bizarre.
