you'd hardly get a monitor for 70. the processor is not a typical desktop as already pointed out, but with xp and 1 gig ram there's no reason this should be "too slow" for the internet.
 
I'd imagine that the €69 is from a legal perspective just like a price tag or a sign in a shop, as in it's just an invitation to treat. They're not offering to sell you the item for that price but rather they're informing you that were you to offer to buy that item for the price then they would most likely accept it.
