what in fuck is a "LOW VELOCITY GUN"?

I *think* they're referring to guns which fire low velocity rounds, i.e. those designed to stay in the body after impact (handguns, certain sub-machine guns etc) as opposed to higher calibre weaponry which fire high velocity rounds (AK-47s, M16s, Gatling Guns, Big Bertha), which may go through the target and continue on their way (i.e.not a good idea in an urban environment)

Why is this an important distinction? I *think* they're trying to say "ah sure we were only firing pop guns so we were", but from what I've heard, firing lower velocity rounds at a fast moving (and solid) target like a bus wheel is like fucking rolled up paper at the blads of a fan. Could go anywhere...
