Writing in the Irish Times recently, Maureen Gaffney, a clinical psychologist who has served on several state bodies, warned of the danger of wholesale abolition of agencies. ‘‘We need to be vigilant that, in the rush to a kind of pseudoefficiency, we don’t create further problems for the future,” she said, lauding state agencies for their ability to tackle social exclusion by delivering ‘‘nuanced, bespoke solution’’.
Other representatives of the sector have sometimes spoken more plainly. Asked why a new agency was necessary when its functions appeared to obviously fall under one of the departments of state, the chief executive of one relatively new agency told The Sunday Business Post last year: ‘‘Because if I was to set this up within the department, I would be assigned the worst staff in the department. And they are completely fucking useless.”
