I am a massive raver whose brain is still 100% intact and i can say without any doubt in my mind that that ISN'T underworld:

This looks like an old photo, generally old photos of underworld are either:

1.A cheesy wet wet wet vs. manic street preachers style picture from the 80s without Darren Emmerson or
2. An arty pic from the 90's with Darren in it.

But almost never old, arty, and just the two remaining lads in it. So I'd bet on looks like them but isn't.
