This bass I have here isn't working. I opened it up and the wires are all over the place. Can anyone give me an idea as to where the 3 loose wires should go? A blue and red one coming from the volume pot and a black one from the input.

Just plug it in and try every combination you can without soldering them.Get someone to help to do the third wire.Piece of piss and you'll be jamming in no time.
 
Or search electric schematic for precision bass on the internet which should give you diagrams and all that malarky. I like Gaz's way though.

looks like a non-standard p-bass with that extra yoke between the tone & output

if you have the make & model number that would help get the right diagram.

it looks like the broken connection is where that extra component is (normallly would be direct from the volume to out), so at a guess - id say try this:
