I have noticed this for a while now. Men between the ages of 25-35 dressing like elves.I'll give ye run down on the uniform

Mullet type hair with a few dreds poking out the back

a green or brown shirt

a waistcoat usually tweed or wool

a chunky knit cardigan usually with a few holes

a leather bracelet and matching necklace

brown cords rolled up revealing knitted socks and boots of those chunky ip flop thinks

sometimes the more hardcore ones wear a little cap

oh yeah and a canvas shopping bag

What is going in?

I live with a guy who dresses almost identical to what you describe, he doesn't wear big boots or leather shit though. The leather must be some latent S&M thing. Braces for trousers as well? Elves don't wear belts.
