i'm going to take a stab at this....
the flag on the middle of the right edge of the photo looks like the papal emblem(?)
add to this the dating of the cars...so perhaps this at the time of the 1932 Eucharistic Congress, a major Catholic caucus, and the i think the first 'World Event' hosted by the young Irish state.
so maybe this is some temporary bit of diddly-ey Oirish kitsch set up as representations of newly proud national (catholic) culture, perhaps representative of also others widespread throughout the city centre?
 
Is it a postcard? There are loads of Irish postcards with nonsense stuff stuck in them. Trams in Cootehill and other shenanigans. Otherwise I want to find out more about the time when there was a round tower there.
 
It says there: See you at the Pillar (1960).
But it cant be 1960. One of the first things is the narrator (who sounds like Cary Grant, is it?) asking "what happened to the Pillar then?"
So it's after 1966.

Anyway, it's deadly.
