i've a theory that suggests Bob Dylan developed his muttering singing style to effectively cover up his inane lyrics.

"a hard rain's gonna fall" - since when is water anything but WET?

It can be wet and still hard (if it's moving fast enough). I suppose he meant a lot of rain all at once, coming quite quickly. That could be hard.
