1: Is there any way to make a certain post on blogspot ALWAYS be the top post people see when they go to the index?

Dunno about blogspot as I have a Wordpress blog but it depends on the theme and what it's set to do - some themes have a sticky post that always stays on top, like cheapeats.ie

2. again, it's how the stuff is styled when it's pulled from the DB, in this case it's done as lists. Not the most ideal solution, really. But see if you can find a theme where that's a feature.
