IMHO he didn't
I think it's actually more insidious than that.
We have heard of "dog whistle" politics - well this is what I call "silent alarm" politics. Palin is a master at it.

While the dog whistle is something coded to appeal to your base - the silent alarm is inaudible to your base but designed to draw, what can be classed as unfair attacks from your opponents.
For example, all of Sara's malapropisms...every liberal in the word says "did she really say that, does this mean she actually believes...." while her supporters brush it off as a stumble and are drawn closer to their candidate by what they perceive as unfair attacks by the opposition.

Very shifty.

And so I wouldn't be surprised if this slip was deliberate.

Get everyone foaming at the mouth over something that can be excused as a slip of the tongue, bolster the siege mentality among your supporters.
