if off licenses are some kind of significant problem, then why did the government allow so many open over the last few years? two years ago there was probably one off license about ten minutes away from my house; now there are at least five.

that law about on the spot 'drunk and disorderly' fines is a bit ropey too. knowing the gardai and their tendency to throw their weight around.
 
You'll just have to pay carry out prices for everything. I believe article 6 of the updated legislation reads "Spend more money, mother fuckers!"
