I don't have a Paypal account, but when I was buying something on the web the site I was buying from used paypal for the transaction.

The item is out of stock and I have recieved an email from paypal saying i will be refunded. How long will this take to go back on to my credit card.

And Why don't Paypal answer the phone been on hold for 15min now.

is it possible for a customer to go shopping on line and add a load of goods to their shopping cart then at the checkout pay for them all in one transaction but in such a way that, without the customer having to think about it, the money is divided up and sent to a load of different paypal accounts? a different account for each item perhaps? or would it be too messy with shipping costs and stuff?
 
why would you want to send it to a load of different accounts?

Now I have a question for ya, I've just bought something on ebay and have been charged twice cos ebay told me my payment had not been processed. I've emailed the seller telling her of this so what should I do now?do I need to mail paypal or somefink to stop it?

if the shop sold stuff from different sellers with no connection to each other and who would all ship their own merch separately.

The seller is the vendor of the items so he is the one accepting the payment. He could then purchase the items by sending seperate payments to his suppliers. Dropshipping is a fairly common practice, it can lead to all sorts of headaches though when your supplier falls through/sends counterfeit goods and you get blamed

Legally PayPal can't just refund a payment because it's obviously a duplicate, the request to send the money has still been made to us and it has to be honoured. The quickest way is of course to contact your seller and they can send you a refund which 99.9% of sellers will.

WORST AND MOST COMPLICATED CASE SCENARIO FOR YOU. ONLY READ ON IF YOU REALLY WANT TO KNOW: If your seller is a jerk the other option is to dispute one of the payments or even make a claim that you paid for an item you never received. PayPal then ask the seller for proof that you did receive the item. Of course if your seller continued to be a jerk he might send us proof that you received the item you purchased. At which point you would have to make a claim for the second payment as well and then the seller would have to prove you received two items instead of one. Technically your seller could send you two items and not get in trouble. Pretty sure it won't come to this though.
 
Any chance you can get rid of that notice saying I need to send a utility bill/proof of address on the account? Or is that a super important legal thing?

If you're talking about what I think you're talking about it's part of how PayPal comply with eu anti-money laundering laws. PayPal have never met you so have to ask for this information to prove you exist. There's an annual receiving limit of about £650 GBP so if you don't receive that much it should just reset and you won't have to send it (although it might pop up again as you receive money the next year). Once you complete it once it'll be gone forever though.

Yeah I received over that much because of ebay & label sales last year. I've updated everything else, guess I'll just upload those documents (it's been about 6 months I think)

There are some very big accounts who accept payments for hundreds of retailers though but you'd have a seperate contract/account with them i think.

Tried to add a new credit card but it wouldn't allow me until i verified my account by verifying a credit card. So i choose a card that I no longer use but haven't cancelled yet and BAM! I get this.

Your card has been linked to your PayPal account - now you just need to confirm it. Here's how:

Canceled the fucking account and I'll be doing my damnedest to avoid using paypal ever again. Slimy cunts.

that doesn't happen when you add your card. it happens when you tell PayPal to start that confirmation process. you literally say you agree to get this charge on your card (which is refunded by the way).

This type of thing has to be done because you're opening a financial account without the financial institution ever seeing you, or actually seeing where you live, without knowing if you gave your actual name, without knowing if you even own the card you just used.

now obviously this wouldn't be necessary in a lovely world where people were honest and didn't steal credit cards, launder money, produce counterfeit items, sell child pornography, sell non-existent items etc.

Oh yeah i can.

Couldn't add another card without verifying the account, and the only way i could do that was through one of my existing cards.
Now I've been using that account for over two years to make a couple of purchases and at the rate i lose cards I usually end up adding a new one each time. Had i cancelled that card like I should have ages ago what options would i have left to verify it?
Had melodrama not gripped me i'd still be waiting a few weeks for my credit card statement just so i can continue to pay for something. I just paid through somewhere else though. It's not like i'm looking for paypal to facilitate my business empire, I just want to buy some festival tickets.

Secure perhaps, but far from easy. They seemed to trust me just fine back in September. New policies have made the account unusable for me for another month so i'll go elsewhere.

and i'm more pissed about having to deal with my old credit card company now than the €1.50 that was charged. Also I'm pretty damn sure there was no mention of the imminent charge on the page when I pressed the "continue" button.

If you haven't guessed, I'm just venting. i understand the reasons behind it but surely there's a simpler and clearer way to go about it.
 
It is there though (and not in tiny smallprint) but the website could be clearer, definitely.

I'm assuming if you're buying festival tickets it was a fairly large payment so either you hit your sending limit or a security system blocked the payment.

Irish accounts have to have an active verified card to not have a sending limit so you'd have to complete the process with one of your cards, not any specific one though.
