If it can be said that IMRO had a year of transition – a watershed year – in 2008, which saw a restructuring of the way the Board functioned as well as1. the complete refurbishment of the company’s offices, 2009 was a year of consolidation that built on those strong foundations. The committee system bedded in well, as Board members refined their understanding and performance of their roles and functions; the new relationship between IMRO and MCPSI has been beneficial and cost-effective for the members of both societies; the new offices are good for staff morale and the members’ area has hosted scores of workshops, seminars and meetings of organisations involved in music.
As our CEO Victor Finn outlines in our 2009 Annual Report our net distributable revenue has increased by 4% and our cost/income ratio has dropped significantly – both great achievements in a time of recession. This results from several factors: a Board of Directors who continue to have the members’ best interests at heart, who put time, energy and thought into their work and whose attendance rates are over 90%; the farsightedness and diligence of our CEO, whose understanding of national and international royalty collection and distribution is second to none; management and staff that are hardworking and dedicated. However, we must not let a good set of accounts make us in any way complacent. For the medium and long-term best interests of composers, lyricists, music publishers and songwriters, IMRO continues fighting for the protection of copyright or ‘authors’ rights’ as copyright is known in many places abroad. This is a war that has many theatres – legislatures in Dublin and in Brussels, specialist business media, the vested interests of some multinationals and some individuals and organisations that purport to represent consumers’ interests.
2.The CEO and I attended the CISAC Copyright Summit in Washington in June 2009 and heard both sides of the arguments. For the Board and management of IMRO, the conclusion is simple: if consumers are encouraged to expect access to music at no cost, there will eventually be nobody willing to work for nothing and the well of creativity will run dry. This can’t be allowed to happen. Every IMRO member can help to spread the message that both respect for and payment for music are more essential than ever if we are to ensure that music creators are able to make a living.

The YouTube and Google Video agreement signed in March 2010 is certainly a positive step forward in IMRO/MPCSI efforts to regularise unlicensed online services, however it is important to inform our members what the deal actually means in real terms in relation to possible royalty flows from this source.
As part of our licensing agreement YouTube provide IMRO/MCPSI with data which IMRO/MCPSI will use to distribute the licence fee to its members and affiliated societies. The YouTube service encompasses both, professionally seeded content (content provided directly from record labels and YouTube partners) and user generated content, much of which contains little or no music related metadata attached. Clearly the ability to identify the full extent of music usage on the service, in particular with respect to user generated content, is a technological and administrative challenge.
YouTube is unlike traditional TV, where a single ‘play’ reaches potentially hundreds of thousands of viewers (each video is potentially only watched by one viewer and the pot of money will have to be divided across these many views). So, for example, a work that has been viewed 500,000 times on YouTube may well have been viewed the same number of times as just one usage on prime time terrestrial TV. In comparison to traditional broadcast, the overall pool of content made available is also far greater. The statistics for the YouTube service itself are incredible; users are watching 2 billion videos a day on YouTube and uploading hundreds of thousands of videos daily. Every minute, 24 hours of video is uploaded to YouTube. This all means that individual YouTube videos will at best only generate ‘micro-payments’ in royalties and it will therefore take many of these micro-payments to equal €1.
Given the level of data involved, the process of matching using both auto matching and manual matching is obviously a time-consuming and expensive process. IMRO/MCPSI is currently analising the first set of performance details received from YouTube with a view to devising a distribution policy so that IMRO/MCPSI can distribute the monies swiftly through the normal IMRO/MCPSI distribution channels.
