I'd say tell her things are a bit shit in Dublin at the moment, but not to panic. If she can't sort something before travelling that you're sure you'd be able to sort something temporary for her (*) and she could look around while she was here.

No one moving to Dublin should be stuck in the 'burbs but at the same time she doesn't want to be jumping at the first thing she comes across, given the prices etc.
