I can’t my girlfriend has 4 years left on her phd. After thar we’ll be making the move
Long shot but has she investigated doing it remotely? Might not work depending on the field, oh and I suppose she might also have to teach, but a friend of mine got her phd from the university of Copenhagan while living in Dublin. Skype video calls and a few visits to Denmark a year and it worked out well.

I know the best part of a dozen English PHDs, I think maybe one of them did it in 4 years. 5-6 years seems standard, depending on life events and how well you mentally handle 5 years of being told you're useless. Science seems a bit better for that because you're part of a team and you might actually get a job at the end?

Although I know at least one Science PHD who ran into the issue of "this literally doesn't work" that kind of held them back for about a year so I suppose the misery hits you in different ways.
