also, this cookie cutter approach to promotions is weird. you apply for grade 6, say, and you get on the panel. and then any department in your organisation can nab you, regardless of your underlying talents. my wife has been in situations before where her boss is very capable, but just not capable of actually being a manager.

My girlfriend works in a similar situation. Most of the senior management she's encountered has been there for years and got promoted simply because of time-in. They're so set in their ways that they won't allow any changes, which is why the department she works in is in such a mess.
