The eldest is in 5th year now, and wants to go to IADT to do film and tv. Thinking maybe a video camera for her birthday (10 days away). Is there anything half-decent available for EUR200-ish? Even second hand would be ok

DSLR from a few years ago would be good. Ours is probably 10 years old, still fine and can take a lens upgrade at any time. FWIW it's a Nikon D7000.

oops I just looked it up they're still getting decent money.

yeah, i'd been intending posting something along the same lines and then discovered that €200 wouldn't come close to being enough for a S/H DSLR with video capability.
