2.7 million euro might sound like a lot, but it's probably standard pay for the outdoor umbrella industry.

I know they had to dig up a good chunk of the square to excavate some viking era ruins which would presumably raise the cost. But then I found this Weslin - Meeting House Square which factors the excavations into the 'project value' of €750k - 1 million.
Am I missing something obvious or where did the other €1.7m go?
 
It is a longstanding problem with public works, that unless you have a tenacious person working on behalf of the public money, the public will get screwed.

2 million sounds about right given the site conditions and the drainage and all that gear.

They were not looking to build the best value project, they were looking for something visually striking. Builders love to hear that because when design trumps money, it means more money for them.
